Unknown Barretter Lamp

Here is a barretter lamp believed to be of military origin (note the arrow symbol on the etch). As I understand it, the filament is iron and the atmosphere inside the bulb is hydrogen, but more than that I don't know. 
Can anyone identify this device and tell me where it would have been used..?

I've seen them used in old valve electronics as current limiters to create a stable volt drop in a circuit. Don't think they are designed to glow too much in normal operation.

Thanks, I've seen similar devices in old GPO telephone power supplies, thought it might be something like that.
