Philips had a thing for side reflector lamps. In incandescent lamps such configuration led to two commercial products, the Cornalux for the illumination of cornices, and the Rectalux for streetlighting. I am not entirely sure which type exactly the lamp shown here is, it could be a Rectalux prototype given its lightly stippled clear bulb
